[mapguide-internals] Mapguide roadmap

This is something that can be configured at the webserver level for
both IIS and Apache. I think I saw Jackie check in the necessary
changes for Apache.

IMO for IIS this should be up to the site admin to set up as a config
best practice (along with setting up long caching for images/css/js)
unless someone is brave enough to step up and figure out what to do
about the complexity of enabling/installing modules, adding compressed
content types, etc on IIS via scripting.  Apache is "easy" because we
control the entire install. IIS is a pain in the ass because of the
number of potential configuration states.
