[mapguide-internals] Problems building C# code with Microsoft VIsual C++ 2008 Express Edition

I just would like to share that trying to build the Oem library with a 
fresh installation of the
Microsoft Visual C++ 2008 Express Edition using the build.bat script 
failed, while trying to build the sqllite C# code.
There was no problem with the Visual Studio 2008 Full version on another 
machine.

Maybe there are some secret prerequisites?
