I am afraid the chance that we include this RFC in our 2014 release is very small.
Regarding your concern about the "version mismatch" for MGOS and AIMS, I think it's a good concern. It's really not good, but given the fact MGOS and AIMS have different release timeline, it seems sometimes things like this can happen...

My question ultimately is, will the release of AIMS 2014 (whenever that is
released) include this enhancement?
When I (a client application) ask a MapGuide/AIMS server what their version number is (major.minor), there is an expectation on that version number
about:
a) What APIs/services between MGOS/AIMS are available to me to work with
b) What resource types between MGOS/AIMS are available to me to work with
c) What schema versions of resource types between MGOS/AIMS are available to me to work with
Previous versions of MGOS/AIMS/MGE carried this expectation. For example, if a server returned a major.minor version of 2.2, I would know that any RFC slated for 2.2 or previous versions were available for me to take advantage of regardless of whether this server was MGOS or MGE.
I'd hate for a situation where MGOS 2.5 has this schema revision and AIMS
2014 does not, and both return the same major.minor version number of 2.5
