[mapguide-internals] Patch for #2198 (ApplySchema ignores deleted states)

Hi All,

Attached is a patch to fix deleted states in
MgFeatureSchema/MgClassDefinition being ignored when executing an
MgFeatureService.ApplySchema call

The only real question is: Is there are particular order in which new fields
should be added to the serialization/deserialization queue? I've added these
missing fields at the end of each Serialize/Deserialize call.
