[mapguide-internals] PHP Upgrade to VC10

Hey internals
Half a year ago i had my whole MapGuide-Stack compiled with VC10: as of PHP
there was no real specific problem - for me it was challenging to get into
the whole configuration environment with all modules... but I think you'll
have to go through that.

More challenging but quite fruitful was switching over to Intel icc:
AGG-Renderer and GDAL is now parallelized on my 24 VCores and feels at least
twice as fast as before.
