Thanks for the question. I am not familiar with GDAL + Geospatial PDF, but after taking a quick look at the link, it seems it is all related with using Geospatial PDF as feature source of GDAL, or using GDAL to render raster files to be PDF, which is not really the same thing we are thinking about for the Quick Plot enhancement. 

The enhancement that RFC 124 is proposing is to leverage the Adobe Reader's powerful plot control functionalities to ensure we could get "precise" printed map copy in a browser (with Fusion viewer). TCPDF is a PDF creation library and has great control for the generated PDF layout.  TCPDF can add image, text, lines and so on easily to the PDF document with precisely control. Also TCPD is based on PHP, which could be easily used in Fusion. Then the user could print the map through Adobe Reader to get a "precise" copy. Most browsers support Adobe Reader add-in which means the user doesn't have to launch Adobe Reader manually, the document will be just printed in browser.
