[mapguide-internals] PATCH: Ticket#1998 - Fdo connection manager enhancement

Just a heads up,

I tried this patch for the 2.4 branch and it seems this patch breaks some of
the unit tests.

The failed tests are failing with the message "Cannot create any more
connections to the OSGeo.SDF provider", caused by the connection manager
changes.

Trunk is also having these failed tests.
