[mapguide-internals] Patch for ticket 611: Layer referencing group that does not exist in MgMap causes server error

Hi All,

I've attached a patch for ticket 611

This patch does a check during MgMap serialization for Layers that belong to
groups which have not been added to the map's group collection. If any such
layers are found, a MgGroupNotFoundException is thrown
