[mapguide-internals] Patch for ticket 2141: Support base layers in RenderDynamicOverlay

Hi All,

I've attached a patch for ticket 2141

This patch allows the RenderDynamicOverlay to render out base tiled layers
if the new RenderBaseLayers bitmask value is logically-OR'ed into the
behavior parameter of MgRenderingOptions
