[mapguide-internals] Blocking issue in Mapguide 2.4

I have an Branches 2.4 updated version of Mapguide including the fix #2165,
and still have the problem.

if i change my UpdateFeatures code with useTransaction=true
Sqlite                No more problem
King.Oracle        still has the problem.
Autodesk.Oracle still has the problem.
