[mapguide-internals] Problem with WMS if layer bounds are smaller/partial inside request bbox

I create ticker for this. Definitely It's bug in WMS service for case of
Drawing Layer.

Also I pointed out exactly where is problem, and my workaround but I'm not
sure how to properly patch this up.
