[mapguide-internals] MapGuide RFC 141: GEOS upgrade

There are pending RFCs to also deal with ACE and DWF Toolkit. With these 3
RFCs (assuming they are all adopted), all the important thirdparty libs will
be up to date. 

We're stuck with this version of AGG because of licensing.
