[mapguide-internals] MapGuide RFC 148: Support user-defined selection color in RenderMap

I have no problem with this - a nice little capability adaption to an
existing API.

As this does not change infrastructure, versions, has no impact on existing
capabilities does it need an RFC?  Could it be handled under a ticket for
incomplete functionality?
