[mapguide-internals] Patch for Fusion ticket 626 (OverviewMap widget doesn't show external base layers)

Hi All,

I've attached a patch for Fusion ticket 628

This allows the OverviewMap widget to show external base layers and stay in
sync with base layer changes from the BasemapSwitcher widget.
