[mapguide-internals] Patch for Fusion ticket 566

Hi All,

I've attached a patch for Fusion ticket 566 (Redline doesn't work on
exclusively tiled map)

This patch allows widgets like Buffer, Redline and any other widget that
would add temporary dynamic layers to the runtime map to work properly. For
tiled maps was previously a check to determine if an overlay
OpenLayers.Layer.MapGuide object should be created in addition to the tiled
ones. The patch removes this check and creates that
OpenLayers.Layer.MapGuide instance unconditionally.
