[mapguide-internals] Patch for ticket 2534 (Improve MgFileIoException message quality)

Hi All, 

I've attached a patch for ticket 2534

This patch adds greater context for certain cases where an MgFileIoException
is thrown by also including the errno and its strerror()'d string
description in the message description. A new
MG_FILE_IO_EXCEPTION_ADD_ERRNO() macro is included to conveniently add such
values before throwing the MgFileIoException
