[mapguide-internals] RFC 150 (VS2015): porting SqliteDotNet to CLR syntax

Hi all,

VS2015 removed CLR old syntax support, and managed c++ extension must use CLR syntax. Please review the patch which port SqliteDotNet to CLR syntax. It's build in VS2012 but update project settings and source code.
