[mapguide-internals] Please review RFC150 Support Visual Studio 2015

Just to be clear, I'm specifically saying that I prefer the configuration
names be kept as 'Release' and 'Debug', so that if we build MapGuide from
the command-line via msbuild, nothing has to change.

I have no problems with 'v140' being part of whatever directory changes
you'll be applying in the various project files.
