[mapguide-internals] WiX Toolset MapGuide Windows Installer

Wix is not going anywhere. The simple reason being.

1. It is open source
2. Whether it is a good thing or not, the final build artifact is a MSI
installer
3. We can build such installers from the command-line with msbuild using
free tools

Wix was chosen because it ticked these 3 items. We have no plans to switch
to anything else anytime soon.
