[mapguide-internals] MapGuide RFC 156 - Upgrade PHP to 5.6

Hi All, 

I've put up a new RFC for review.

This is an "emergency" RFC to address the fact that the version of PHP we
currently bundle (5.5.x) for the 3.1 release of MGOS has reached end of life
on 10 July 2016.
