[mapguide-internals] Motion: MapGuide RFC 157 - Support creating MgMap instances with initial display parameters

A small update to this RFC. I've added a small addendum, to make one of the
affected APIs (QueryFeatures) more usable with stateless (and stateful)
invocation.
