[mapguide-internals] MapGuide RFC 169 - Deprecate DWF-related functionality and services

No arguments here.
DWF was originally created by Autodesk to create a spatial version of a PDF.  

DWF is really obsolete, so slowly moving away from it would be a good thing.  

Deprecating the DWF is a good idea and sends the message that alternatives
should be found in the future.
