[mapguide-internals] MapGuide RFC 177 - Mapbox Vector Tile support

I think it's a good idea for MapGuide in supporting MVT. In my opinion, even
if there are official standard vector tiles in the future, it will probably
be similar to MapBox Vector Tiles.

Are we loading MVT like how we load Feature Source? or are we loading MVT as
one of the basemap option?
