[mapguide-internals] Retracting: MapGuide RFC 183 - Flatten Exception Hierarchy

Hi All,

I am retracting MapGuide RFC 183 - Flatten Exception Hierarchy

I have encountered various failures running .net/Java/PHP test runners
against the new flattened exception hierarchy.

The flattened exception hierarchy is effectively a pre-cursor to the vanilla
SWIG binding work, so rather than attempt to fix an issue that may already
be invalidated by future planned work, I'll just fold this work into the
upcoming SWIG binding work and retract this RFC instead.
