 Hi Ben,

 Thanks for pointing this out and taking the time to enter this ticket.
 Can you add exact steps to reproduce and specify what platforms you are
 using?  I tried this on Windows XP, IIS, MG Studio 2008, MGOS 1.2.0 and
 turned the Border off on the Sheboygan Districts layer (and also specified
 the fill to be gray to make sure I can see it).

 I could not see the problem that you are seeing.  Perhaps this has been
 fixed in 1.2.
