#365: Unclassified exception starting the server when an invalid locale string is
specified in the serverconfig.ini

 On a working server instance edit the serverconfig.ini and set the locale
 string to "Bob".

 Stop the service and start the server from the command line using
 "mgserver.exe run".

 An unclassified exception is generated and the server fails to start.

 Ideally an error indicating that the local string is invalid should be
 generated.
