Comment:

 I've changed the summary of this defect.

 We should see if we can detect in the Site Admin that the server is not
 running and display the appropriate error message.  The current error
 message does not point the admin to the actual problem.

 Even though this was found against 1.1.0, the same behavior can probably
 be found in 1.2.0.
