 The MAXFEATURES request parameter currently must be set to a value greater
 than zero in order to retrieve features using a WFS !GetFeature request
 issued using GET.

 If MAXFEATURES is not specified, or is set to a value less than zero, the
 desired behavior is that ALL features should be returned.
