#122: Symbolization: some more minor schema changes

 We need to make the following changes to the symbol definition schema:

  * update default value for !AngleControl (in
 !PointUsage/!LineUsage/!AreaUsage) to !FromAngle
  * add "Use/Match/Follow/From-!HorizontalAlignment" value (final name
 still TBD) to Justification enumeration, and make this the default
 property value
  * add optional !DataType value to Parameter element
  * remove !AllowedValues element and add next release once we decide how
 to do ranges of values

 I would really like to make these schema changes before we release.  The
 fewer changes we have to make later on the better.
