 Adding support for a ResourceHeader for WMS along the lines of the
 following

 <Property xsi:noNamespaceSchemaLocation="Property-1.0.0.xsd">
         <Name>_DATE_LAST_MODIFIED</Name>
         <Value>Wed, 01 Sep 2007 13:24:52 GMT</Value>
 </Property>

 which then means the WMS service could return a 304 not modified for a
 request with a valid If-Modified-Since: Wed, 01 Sep 2007 13:24:52 GMT
