 EPlots generated by the MapGuide do not seem to respect the layer
 selectability settings defined by the Map. Specifically, with the
 Sheboygan sample, I have configured every layer to be selectable, and I
 see that selection behavior within the AJAX viewer. I then create an ePlot
 from that map, and only one layer seems to be selectable (Streets).
