 Create a Map containing a layer with a 10k to 100k scale range.  Display
 the map in the ajaxviewer at 1:50k.  The layer display correctly.  Use the
 same map in a call to MgRenderingService.RenderMap at 1:50k scale.  The
 layer does not appear.
