 MapGuide uses three ports for communication between the Server and Web
 Extensions.  Do the ports match in serverconfig.ini and webconfig.ini?
 Can you create a connection using telnet for all the port numbers?  Also,
 is the MachineIp and IpAddress in serverconfig.ini set to the public IP
 address of the server?  If you have installed the server as "local web
 extensions", these addresses will be set to 127.0.0.1 and external web
 extensions will not be able to connect to the services.
