 Create an app using Geospatial API with the following.

 1. Create a platform layer for any feature class in an Oracle data store,
 but don't add it to layer collection of the map.
 2. Create a platform group and add it to group collection of the map.
 3. Set the group in step 2 as the group of layer in step 1.
 4. Add the layer to the layer collection of the map.

 Result: Layer query gets executed twice.  You should see the cache dialog
 twice.
 Expected: Layer query gets executed only once.
