 The GetProviderCapabilities API does an eact string comparison with the
 provider name specified. This is fine for most cases unless the provider
 name happens to contain a version that is older than what is currently
 installed with the server.
 This situation can happen when a repository has been updated to a newer
 version.

 This change is also to be consistent with the rest of the server.
