 A map using base layer groups can contain layers which are very resource
 heavy to render. This presents a potential Denial of Service attack
 against Mapguide.

 I would like to be able to force a map to be only available via tiles, any
 request to GETMAPIMAGE or GETDYNAMICMAPOVERLAY would then return a error
 (559)

 Something along the lines of option to disable these types of requests for
 Anonymous users in serverconfig.ini
