Comment:

 The three theming functions that were added for RFC 32 do not specify
 proper signature information.  This prevents user interfaces from
 facilitating the use of these functions, both by providing information
 about the signatures and by validating entered functions.  The signatures
 should allow both the key and value parameters to be of either string or
 numerical type.

 Additionally, the "If" function incorrectly evaluates its first parameter,
 causing the function to return incorrect results.
