 1.  Create a layer definition where points are represented by symbols with
 a custom offset.

 2.  Add the layer to a map, and view it in a weblayout.

 3.  Select a symbol from the point layer.

 4.  Notice the highlight box is not around the symbol, but instead it is
 around some area that is offset from the symbol.
