 With GD renderer, any horizontal / vertical line located offscreen is not
 rendered.  This logic is incorrect in the case where the line has
 thickness.  If the line is offscreen, but close enough to the edge where
 its thickness overlaps the visible display area, then it needs to be
 drawn.
