 1) Install the Sheboygan sample data

 2) Using the web tier test pages, select the Wfs service and !GetFeature
 command.

 3) Leave the default settings as-is, and set the BBOX field to be:

 -87.714582,43.764863,-87.736429,43.772951

 4) Click submit

 This is a valid BBOX filter, but the request will fail with the error: Out
 of range. invalid string position
