 When a "Map Window Background" color is desired for raster layer, the
 corresponding XML should be an empty color setting.  Attempt to save such
 a setting results in the following error:

  Error: An exception occurred in DB XML component.
         Error: XML Indexer:  Parse error in document at line, 19, char 20.
 Parser message: Element 'Color' is not valid for content model:
 '(((ExplicitColor|Band)|Bands),ExtendedData1)'
