 Attach UpgradeWeblayoutSchema.patch for upgrade WebLayout.xsd from 1.0.0
 to 1.1.0 and add a new element <EnablePingServer>.[[BR]]
 This element will be set in MapGuide Studio to turn pinging server on/off
 for Ajax Viewer.
