 If you call ServerConnectionI.GetProviderCapabilities() the
 FdoProviderCapabilities object returned has an empty list of function
 definitions.

 eg. Take OSGeo.SDF, when calling GetProviderCapabilities("OSGeo.SDF") the
 FdoProviderCapabilities.Expression.FunctionDefinitionList is empty
