 I've checked in some changes (r3676, r3677) that should result in the same
 folder structure as in previous versions of MapGuide.

 However the data and nad folders still are not in their correct places.
 Aren't these the data files used by the Proj.4 library (that has been
 replaced with CS-Map)? If so, then we don't really need these folders
 anymore.
