 In a production environment, it would often be desirable to perform tile
 seeding on dedicated hardware.  In this case, connecting directly to the
 Server would mean that the user would not have to configure the !MapGuide
 web tier on these dedicated PCs, and it may also remove some overhead
 associated with HTTP connections.
