 Ideally, users would have the choice out of the box whether to install the
 MapAgent unit tests.  The best way of acheiving this would be to move
 these tests into their own folder, and also to move the server admin
 helper scripts (which are pretty insecure to install if the admin password
 isn't immediately changed) into this location.
