 Hmm.

 For #1 the behaviour doesn't seem to be consistent.  With multiple
 disjoint items selected, sometimes only the top two move (when getting
 near the top of a large list), sometimes all four.  The "Move to Top"
 function works well.

 For #2 ah well. Was a nice thought :)

 For #3 what I meant was for the last item to insert itself into the layer
 order relative to the position of the last item in the group it's inserted
 into.  For instance, if the last item in the group is at position 9 in a
 map containing 30 layers, that the newly added layer be inserted at
 position 10.  Currently, it shows up at the bottom of the group, but is
 inserted into the layer order list at position 31.
