#1406: ConnectionProviders.xml may not be found if Maestro has a different working
directory

 1. Create a shortcut to Maestro.exe
 2. Set the working directory (start in) to someting other than the
 directory Maestro.exe is in
 3. Launch the shortcut
 4. Login. An error will occur.

 The problem is that the path to ConnectionProviders.xml is relative and
 thus if the working directory is not the same as the one where Maestro.exe
 is in, it will not find this file. This also applies to dll paths inside
 the ConnectionProviders.xml
