 Currently the tile cache manager unnecessarily tries to find all the
 dependents for an unrelated changed resource. To optimization this, the
 MapGuide server only needs to notify the cache manger of changed resources
 for specific types such as MapDefinition, LayerDefinition, DrawingSource,
 FeatureSource, SymbolDefinition, and SymbolLibrary.
