 Okay, I've found the problem. The Districts layer of the Sheboygan dataset
 has the wrong label expression. It is using the expression:

 concat('District ', Autogenerated_SDF_ID)

 The Autogenerated_SDF_ID does not line up with the label, hence the
 disparate tooltips.
